JOB DESCRIPTION: The National Programme Development Director (NPDD)
ensures the implementation of the SOS Childrens Village Programme Policy
and drives (steers) the implementation of quality child development
programmes (work with families of origin; SOS families, other alternative
family based care options and various programme interventions like direct
essential services, capacity building and advocacy in the field of care,
education and health). The NPDD ensures (or leads) the implementation of
a quality assurance system within SOS Children's Village Programmes
including monitoring and evaluation. He/ she leads the development of the
national programme development strategy, related budgets and action
plans. The NPDD participates in and/ or initiates activities of the civil
society, with the aim to improve conditions and change policies and
practices that undermine the well-being and rights of children of our
target group. As the direct superior, the NPDD leads national Programme
Development Department staff members. Content wise, the NPDD receives
guidance from the Regional Director Programme. As a member of the
regional NPDD network, he/ she shares good practices and experiences with
colleagues from other Member Associations.

JOB RESPONSIBILITIES:
Programme Development:
- Lead the development of strategic directions in Programme Development
at national level, framed by the SOS Children's Village Programme Policy
and other related policies;
- Lead the processes of national child rights situation analyses and of
feasibility studies at location level;
- Ensure the development of qualitative SOS Children's Village programme
proposals and steer the implementation to reach the strategic targets;
- Steer the development of new locations and alignment of existing
locations following the SOS CV Programme Policy;
- Participate in the strategic and annual planning process as a member of
the National Management Team;
- Support the budgeting process and review the SOS CV programme budgets
on location level;
- Prepare and responsible for the budget of the national Programme
Development Department.

Quality Management, Monitoring and Evaluation:
- Ensure the implementation of quality standards within SOS Children's
Village Programmes as described in manuals, policies and concepts;
- Provide ongoing monitoring of child's rights protection in the Member
Association;
- Ensure the implementation of all existing and future SOS CVI policies
in the area of programme development;
- Ensure the implementation of a Quality Assurance system (including
monitoring and evaluation);
- Adjust all ongoing programmes to national legal regulations in
agreement with the National Director;
- Ensure the development of national concepts according to SOS CVI
policies and SOS CVI programme quality standards.

Human Resources Development:
- Responsible for performance management of the staff of the Programme
Development Department;
- Decide which candidate is finally recruited in a recruiting process and
lead the onboarding process of members of the national Programme
Development Department;
- Ensure that professional and developmental objectives are set up; work
out individual development plans in cooperation with subordinates;
- Support and provide coaching in the realization of the set objectives;
- Monitor objective achievement;
- Conduct performance appraisal talks;
- Ensure support in recruitment and selection process of leading
programme development co-workers in SOS Children's Village programmes
through national PD Advisors;
- Ensure that national PD Advisors content wise lead programme unit
managers on location level;
- Ensure the organization of initial and ongoing trainings for key SOS
Children's Villages Programme staff and Programme Development Department
staff.

Research and Knowledge Management:
- Coordinate all research activities in the programme development area in
the Member Association;
- Cooperate with governmental and non-governmental organisations carrying
out research on child and family care;
- Take responsibility for the Member Association's participation in
international research projects within SOS CVI.

Partnership Building and Advocacy:
- Monitor national activities (of the state and of key NGOs) and planned
future developments in the social welfare sector, protection of child's
rights as well as gaps in child rights fulfilment by the state;
- Participate in and/ or initiate national initiatives aiming at
improving conditions and changing policies and practices that undermine
the well-being and rights of children of our target group;
- Develop and maintain contacts, exchange information and develop
partnerships with key stakeholders of the child welfare sector (state,
NGOs, INGOs and GOs).

REQUIRED QUALIFICATIONS:
MUST CRITERIA:
- University degree education in Social Sciences;
- At least 5 years of experience in child and family development
programmes;
- At least 2 years of management experience;
- Motivation for work focused on children and families;
- Leadership experience;
- Excellent knowledge of written as well as spoken Armenian and English
languages skills.

COMPETENCIES:
- Experience in programme management and planning;
- Good knowledge of standards and current directions of development in
the field of child's rights approach, and social welfare systems;
- Good knowledge of legal issues relating to social welfare;
- Good knowledge of Human Resources Development;
- Organisational skills: skills of planning and organising resources
necessary for achievement of goals;
- Leadership skills;
- High level of communication skills;
- Ability to work in stressful conditions;
- Ability to prepare budget and financial management skills;
- Computer literacy (MS Office);
- Availability of a driving licence.

JOB DESCRIPTION: The Human Resources (HR) Manager provides services,
advice, controlling and maintenance to the National Director, facility
heads and national key functions regarding HR in line with the
organizational guides, policies and strategic plans. As a member of the
National Management Team, the HR Manager is actively participating in
developing and implementing the national plan. He/ she ensures the
implementation of the Human Resources department plan, the SOS CVI
guidelines, policies, approaches and strategies. The HR Manager sees his/
her supreme task in driving the further development of the organisation,
also in terms of performance, through ensuring qualified processes of
implementation in particular concerning the SOS Global Human Resources
Paper ("Our Human Resources Development Approach") and the SOS Human
Resources Manual. The HR Manager ensures that all administrative issues
are carried out in strict compliance with the national legislation and
Labour Law as well as with SOS internal guidelines.

JOB RESPONSIBILITIES:
Human Resources Management:
- Responsible for the development, coordination, control, evaluation and
maintenance of HR work within the Member Association;
- Ensure the implementation of the HR Manual standards in the Member
Association;
- Responsible in close cooperation with the line management and the
national key functions for the development, implementation and evaluation
of concepts according to the organisation's HR Manual, the global HRD
paper "Our Human Resources Approach", regional and global standards,
guidelines and local requirements which also include evaluating and
following up processes.

HR Areas Based on the HR Cycle:
- Ensure the implementation, review, adaptation, follow-up and further
development of all standards, guidelines, systems and processes related
to the HR areas based on the HR cycle; Personnel Planning and Job Design,
Recruitment and Selection, Onboarding, Learning, Development and Career
Development, Performance Management and Phase-out/ Retirement.

HR for Programme Development:
- Ensure that all HR standards, process related to the child care
professionals in the field of Family Based Care/ Programme Development of
SOS Children's Villages in the Member Association are implemented and
followed up;
- Work in very close cooperation with the National Programme Development
Director, National Family Based Care Advisor and National Family
Strengthening Programme Manager/ Advisor in implementation of SOS
Children's Village Programme Policy.

Job Family Development and Compensation:
- Lead the national Job Family development;
- As an owner and driver of the compensation process, ensure the
implementation of the system and its yearly review (including adaptation
of the national Job Family levels and the salary bands, preparing the
Manager Worksheet, organising and facilitating the performance
conferences, requesting the salary increase budget, including the salary
data in the budgeting process, informing payroll on the new salaries).

HR Administration:
- Keep up a good knowledge of national legal and HR administrative issues
in regard to standard 1, 2, 3, 6 and 10 of the organizational HR Manual
terms and monitor developments.

HR Training Market:
- Have an overview of the HR training market and trends;
- Be the contact person in the organisation for giving information
concerning local and SOS trainings for all fields of personnel in the
organisation;
- Ensure the organisation and evaluation of supporting activities like
supervision, coaching and team development as well as engagement and
satisfaction researches based on needs.

Cooperation and Networking:
- Keep up his/ her matrix relationship by cooperating closely with the
regional HROD Department;
- Actively participate in the regional HROD conference as well as
contributing to regional HROD activities;
- Responsible for nurturing the SOS Brand for recognition value of the
organisation within the HR community.

REQUIRED QUALIFICATIONS:
MUST CRITERIA:
- University degree in Human Resources or Business Administration, Law,
Economics, Psychology or a similar field related to Human Resources;
- At least 5 years of work experience in the field of HR/ OD;
- Good knowledge of the local Labor Law;
- Experience in the field of Human Resources Development (especially in
staff retention and training, recruitment, performance management);
- Excellent command of written as well as spoken English and Armenian
languages.

- Serve as a liaison with stakeholders and support ongoing needs
assessment, information accumulation and processing;
- Organize events, meetings, with experts and stakeholders as necessary,
traveling to regions of Armenia and abroad to participate in relevant
events;
- Lead the organization's fundraising efforts, including but not limited
to finding new project opportunities and partners, developing concept
notes and proposals for different potential donors.

REQUIRED QUALIFICATIONS:
- University degree or higher in International Development, Management,
Education, Public Administration/ Policy or any other relevant field;
- At least 5 years of progressively responsible work experience in
project/ program design and implementation;
- Previous experience in fundraising, including identification and
establishment of relevant contacts and functional partnerships, as well
as project proposal writing;
- Sound knowledge and understanding of Adult Education/ Lifelong Learning
theory and practice as well as relevant country context in Armenia;
- Ability to manage multiple tasks and work under pressure; efficient
task prioritization and time management skills;
- Experience of communicating with governmental, non-governmental and
international organizations and other sector-related stakeholders;
- Excellent writing, speaking and presentation skills in Armenian and
English languages; good command in German and Russian languages is a
plus;
- Ability to establish and maintain contacts with relevant stakeholders;
- Ability and willingness to learn new things and support new
initiatives;
- Excellent coordination, communication and interpersonal skills;
- Proficient computer user, including MS package, Internet and relevant
social networks.

JOB DESCRIPTION: Public TV Company of Armenia is looking for a motivated
and commercially oriented Leading Marketing Specialist to develop market,
attract new partners and organize current work with the existing ones.

JOB RESPONSIBILITIES:
- Prepare the day-to-day announcements block in cooperation with the
broadcast providing service;
- Develop presentations on cooperation proposals for the potential
partners;
- Implement market research and submit proposals on market development;
- Develop plans and tactics of attracting the necessary segment of
consumers;
- Pursue new partners and generate new leads for the Company;
- Coordinate definite projects as assigned;
- Establish long-term relations with partners;
- Understand correctly the needs of potential partners and make
corresponding proposals.

REQUIRED QUALIFICATIONS:
- Higher education in Business, Marketing or related fields;
- At least 1 year of work experience in a marketing position;
- Strong project management and organizational skills;
- Fluent knowledge of Armenian, Russian and English languages;

- Strong communication and negotiation skills;
- Proactive self‐starter with the ability to work independently;
- Open-minded, self-motivated personality with creative thinking;
- Strong interpersonal and team communication skills;
- Ability to achieve results;
- Punctuality and accuracy in the execution of assignments;
- Good knowledge of MS Excel, Word, PowerPoint and Outlook.
