Responsibilities
The YES expert will perform the following tasks:
- Support the CSI in finalising the Public Private Partnership draft law and coordinate development of secondary legislation
- Elaborate the structure of the PPP Unit, define and draft its Charter including the mandate and future staff job descriptions, standard operating procedures as well as operational guidelines for key Government agencies involved in project initiation, conceptualisation, appraisal, contracting and monitoring
- Develop a schedule for PPP establishment that effectively allocates the resources to the activities
- Assist the CSI and other ministries in developing PPP tendering documentation (transaction work). Responsibilities of Young Expert In performing the above-mentioned tasks, the Young Expert will have the following responsibilities:
- With support of the Project Leader (e.g. CSI member of staff in charge of PPP) and the YES Armenia Programme Manager, develop a detailed work plan with deliverables and outcomes for the project "Establishing Public Private Partnership (PPP) system in Armenia" (hereafter project) implementation
- Review the project deliverable, outcomes, and schedule with senior management of a ministry /agency and all relevant stakeholders
- Establish a communication schedule to update stakeholders
- Execute the project according to the project plan
- Develop forms, records, and files to document project activities and information collected
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project
- Write reports on the project for management and other stakeholders
- Ensure that the project outcomes and deliverables are on time (in line with the work plan) and of the proper quality level
- Perform other tasks assigned by the supervisor

RequiredQualifications

- Master's Degree in Law, Public Administration, Project Management, Finance or other related area Experience and knowledge
- At least 2 years of work experience in investment, financial analysis and/or management, legal consulting, or other related area
- Knowledge of Project Management basics Skills:
- Ability to develop and analyse financial and business models, write reports, develop work plans and other documentation
- Critical thinking ability, business and problem solving mindset
- Effective communication skills, including ability to work with high level officials and presentation skills both oral and in writing
- Good time management and prioritizing, organizing skills
- Good researching and drafting skills
- Good computer skills including spreadsheets, word processing, e-mail, internet
- Good knowledge of Armenian and English Eligibility:
- Be young Armenian citizen and/or Armenian living in Diaspora between the age of 25 and 35 (in exceptional cases the age limit can be reviewed)
- Applicants shall have fulfilled any obligation concerning military service according to applicable laws of countries of citizenship or give assurances to the effect that they will not be called up during their traineeship
- Have no criminal record which has not been removed or cleared by the prescribed procedure
