Economic Justice Programme Officer
FOR OxYGen Foundation
OxYGen Foundation is announcing an opening for the position of Economic Justice Programme Officer.
OxYGen is a Foundation, founded by Oxfam GB as Oxfam spin off local organization. OxYGen is operating since 2015. OxYGen positions itself as an alternative voice based on its grassroots experience and work with poor communities, through its replicable and sustainable models for translating it up to the national level.
We will use our convening and brokering power to bring different stakeholders together in cross sector networks to work jointly at different levels on direct work with communities, policy discourse, technical expertise, influencing and advocacy, policy research, linking local to national to achieve change.
"Improving Small Holder Farming through Agricultural Cooperatives and Value Chain Development in Tavush Marz, Armenia, Phase 2" is ADA funded project under this Objective and the purpose of this project is to improve livelihood conditions of smallholder farmers in Tavush Marz through income generation and local value added.
POST: Economic Justice Programme Officer
REPORTING TO: Economic Justice Programme Manager
DURATION: 6 months with possible extension
LOCATION: Yerevan, Armenia
Key Responsibilities:
Delivery and implementation
Economic Justice Programme Officer will be responsible for mid-level tasks of EJ Programme implementation. In the frame of specific, "Improving Small Holder Farming through Agricultural Cooperatives and Value Chain Development in Tavush Marz, Armenia, Phase 2" project EJ PO will be responsible for implementation of project activities. EJ PO shall support the establishment and development of mixed or women only cooperatives and their business enterprises and their capacity development in business planning, operations and marketing. Special emphasis should be placed on the development of cooperatives and business enterprises lead by women and/or young people through identification of opportunities for women and/or youth engagement in value chains and close cooperation with relevant actors/stakeholders on improvement of business environment for women and youth.
Under supervision of EJ Program Manager PO will:
•Implement project activities in accordance with donor (ADA) and OxYGen policies and requirements
•Ensure development of farmers' cooperatives and their business enterprises
•Contribute to fundraising and project proposals development
•Build and manage relationships with stakeholders
•Contribute to gender mainstreaming throughout the programme implementation
•Contribute to EJ programme related influencing and advocacy activities
•Contribute to OxYGen's EJ programme implementation
Program Officer will closely work with OxYGen Foundation's Communication and Campaign Officer, Logistic Support and Finance Manager to assure accomplishment of mentioned tasks.
Responsibilities
-To ensure sustainable development of the beneficiary cooperatives and their business enterprises (fruits and berries processing enterprises and greenhouses)
-To support in the capacity development of beneficiaries
-To facilitate introduction of innovative technologies/tools on market connections, including IT technologies
-To support the engagement of women and youth producer groups in specific value chains
-To initiate and take an active role at the interagency meetings/networks/alliances
-To undertake regular monitoring visits to project sites, collect data for monitoring
-To draft donor reports, as well as EJ programme reports
-To be actively involved in development of the project proposals and funding applications for submission to potential donors
-To manage service contracts within the project activities
-To ensure that all activities are sensitive to gender equality and diversity and are participatory in approach and non-discriminatory in terms of gender, race, religion, ethnicity or nationality
-To assess existing business environment with a purpose of identifying both positive and negative factors affecting women and youth engagement in value chains
-To be actively involved in the influencing and advocacy activities
-To ensure effective collaboration with other OxYGen projects/programme and with relevant stakeholders
-To be able to resolve day-to-day problems without upward referral
-To do other duties related to EJ programme required by the Line Manager and/or Executive Director
-To ensure effective and timely communication related to project implementation as per request and need
RequiredQualifications
-Education to at least University level in agriculture or economics
-At least four years' working experience in the rural economic development area In NGO sector
-Strong conceptual, analytical and strategic thinking skills
-Excellent representation, negotiation and influencing skills
-Excellent advocacy and lobbying skills
-Proven experience in project cycle management
-Technical expertise in economic development
-Working effectively with others
-Understanding gender issues and commitment to promoting gender equity
-Demonstrable planning skills and a proven capacity to undertake varied tasks simultaneously
-Excellent written & spoken communication skills (Armenian, English and Russian)
-Manage diverse and competing priorities
-Ability to travel at short notice and frequently
